The cat, a black labrador, has filed a lawsuit in Manhattan Supreme Court alleging that the city allowed the animal to wander around the parks and sidewalks without a permit.
It also argues that the borough did not provide enough warning before allowing the cat to be placed in the parks, according to the court documents.
The borough of New York City has been accused of permitting cats to roam in public parks without permits because the animals can become aggressive and pose a threat to residents and police.
It is also said to have allowed cats to walk through the streets of the borough without a leash, even though some residents said that it could lead to fights.
The NYPD has said that the cats have caused serious injuries to residents, including two people who were injured by cats at a Brooklyn park.
The cat owner has been charged with animal cruelty.
